F1 It's because you ran Slimtex in administrator mode.
Then when you drag a file from your explorer (running in user mode) onto Slimtex (running on the admin token), Windows will refuse to drop the file unless you are dragging from a explorer window which also runs in the admin token.

Grand Prix 4 I think your .tmd file got corrupted due to a bug in the TSM gui.
If you once imported a track into your tmd file of your track and it has too many bumptable entries for the track you want to play, then it will never delete the excess entries.
So imagine this scenario where the .dat file you are using supports up to 14 bumptable entries:

It doesn't make them tga and doesn't change its resolution.
It's impossible that you'll notice performance differences by just renaming the extension.

Off-Topic I just use about any language. Depends which is best for the job. My favs are C#,C++,VB,Delphi. Don't like Java too much, it's too messy.
If you say you are good with Java, then you shouldn't have too much trouble with other modern generation languages though.
I don't know anything about your requirements, but I'd stay away from Python or Java.

Last time I used Python was a long time ago, but I know that since 3.1 there were some changes in string handling for binary mode.
You could look at the documentation for this.
