it sort of reminds me of the 99 arrows livery

It reminds me of the liveries of the AGS cars in 1989-90. It'll be subject to being brightened up if they manage to attract major sponsorship during the season, of course.

that air intake makes me think if the car is slow, they could use it like a Panzer

It's interesting how thin the nose cone is. 
By the way I can't understand why they quit. They have two working cars, what looks really radical and well-prepared... :/

If that car is so fast as it looks, Stefan Gp would be in a similar performance than Williams I think

I'm not so sure. I don't think its quite as easy as taking a good car and running at a good pace straight away. I don't think they would have the experience to optimise it (although some of the Toyota staff that may or may not have been part of the deal would have helped), and I can also imagine lots of amateur errors from the team.
