Yes, it's has to improve safety and stuff. If you are 14 years or older, you must have something to identyfie (spelling) yourself, like passports, driving licences or ID-cards. And I think it's just a sneaky way to collect money because an ID-card costs 35 euros.by Nickv - Off-Topic
