they couldnt.
at some stage they gave out numbers and tyrrel got 3 & 4, and when new teams joined they got the next lowest - williams got 27 & 28 etc

ferrari had #27 and #28 for a long time. I remember mclaren had #7 and #8 for a few years, and the 1990 mclaren is funny because it has #27 and #28, the usual ferrari numbers (ferrari had #1 and #2)

That solves the Tyrrell weirdness as regards numbers, i could never understand why they used to have 3 and 4.
