CPU - do't get an AMD, change it for an intel - I'm not sure which ones are that kind of price, but have a look.
Edit: If you're willing to spend ~£50 more you could get an E7--- series C2D

Off-Topic If you have a 1mb/s internet conection, that is 1000 kilobits or 125 kilobytes per second, so that would be about right.
If you have 8mb/s (1 megabyte per second), then your download speed is very slow.
Maybe the internet speed in your area is limited, a google search should find a website which will tell you that.

Off-Topic It is a perfectly sensible question, as if you pit before a scheduled stop the pit crew sometimes don't put in enough fuel,
and you have to pit again several laps later at your original scheduled stop for more fuel.
Unfourtnuately I don't know another way to change it

Grand Prix 4 Edit the settings in teameditor, and save it as a .car file. Put this in the Data\Patch directory of your mod.

Grand Prix 4 Do you have a custom windows theme installed? If so, try removing it, and replace the uxtheme.dll file with the original version (It would have been patched/replaced to make the theme work)
That might not be the case, but there is a mention of the file in the gpxpatch log, so the problem may be related to it.

At the time my computer spec was:
AMD 3200 (2GHz)
ATi X1650
1GB RAM
But it would probably work with a computer like the one it was replaced with at a higher res:
