Or he could just download the version of tweaker with the slipstreaming/drag modifications.

I find it quite difficult to overtake with that and certainly more realistic.

where to download?

Personally, I don't see a need to download and install files to modify the AI. They're pretty challenging in the retail version of the game, IMO. Just tune up the level of difficulty.
