I think so yes.

If it is not your file, you shouldn't distribute it. Unless the original author says you can (not often!).

All you need is a simple page, or pages with the original download links and a short description. As long as new releases go on the pages, and that means regular updating, and some of the members carry the site link in their sig (I can put it into the FAQ as well) it should be good.
That way only the links pages are hosted and not any actual downloads.

You may? And for what purpose is that? ;)

Out of interest, what would happen with the gp4db links, as aren't they all direct download? Would that class as hosting files if you used those links or not?

gp4db.com hosts it's own files, so any links would direct to the host of course. So a link would have XXXmod or track, hosted by www.gp4db.com and the site link. As long as gp4db.com gets a mention and the download is not actually hosted elsewhere, there isn't a problem.
gp4central will not actually host files, it is a link repository. The site should allow for members to submit links, and report broken links, and once verified, can be posted on a relevant category page by the admin of the site. This site would invite the community to submit links.

How is this for a plan?:

2011 Goals:
- To build a library of links to the best 2011 content.
- To create the definitive CSM tutorial and create a 2011 Empty Mod to accompany it.

2012 Goals:
- To open the site up to community participation.
- To begin hosting files, not just linking to other sites.
- To expand the content to previous F1 seasons and non-F1 series.

Thoughts and suggestions welcome.

That way nobody has to pay for hosting downloads.
If everybody helps keeping up the files, the downloads won't expire.
Also when multiple users share the same file (same size/filename), the download can be done from many differend users (like bittorent) and it will go ultra fast.

New releases can be announced from the gpgames/gp4central mainpage.
If a files is not available from a user (offline), requests can also be made from the gpgames/gp4central mainpage.
this way the strenght of the downloads depends on a strong community like gpgames, gp4argentina etc...

Just a thought...

I was thinking more like torrent files. Password protect - of course to get the password you have to register at gp4central.

Eventually I would like the site to be THE place where the community stores its files (instead of rapidshare etc) but that won't happen quickly. We need to build it up over the next couple of years.

The model will be pretty much an exact copy of GP4DB (because it was a great site!). That is; hosted downloads, and no obligation to sign up.

But I also want to build up more information and tutorials about GP4, so it would be a knowledge library as well as a download library. That's why the first thing on my list is a good CSM tutorial.
