rFC was just an example to give you guys an idea of what I'm thinking of. Thanks for that links, just read the First steps one. I will check the other two later.

I host www.inperspectives.org (site not finished) and in the next couple of months am buying the www.simseries.net domain, which I hope will rival RaceDepartment as a sim racing/modding site. If all comes to the worst, I could host the GP4central site as well, on a section of the site.

For the first year we need 59$. Mortal said could give 10$, I can give something and I'm sure other people want. I have a Paypal account so, if needed, I can bother about buying web space. About leading, I can do something, just can't handle big files (so I cannot manage downloads). And finally, about the design, we have many talented people here, something can be eaily made.

yeah my english is not so good, but the idea was good xD
its the best, we make a free site, than we havent good a expensive receipt.
Idea:
a part for the Website for downloads (tracks, Cars(mods)) , a Part for a Forum and the other PArt is the WIP-Side :)

MYSQL is included in the offer i found, Apache and PHP are avaiable, don't know if they are free.

everything depends on if the download database will be internal to the site (so the 1000 mb of 0000free are not enough, even if HostNine Personal profile is cheaper than the one i found) or it'll be only a link container (so, if files are hosted on rapidshare & co., it is enough)

Hosting the files in a sharing service would probably be the best option regarding costs, although you'll need some kind of membership or premium status for very large files which gets lots of downloads, such as CSM Mods.
