GP4 SOUND UPDATE v1.2 (updated TSC fix)

Ok, kpiotrow I think its his personal preference with his idea. We do have a problem with the TSC being too quiet, but do try the TSC on Monaco. It is substantially better. Me and Ian figured its basically editing where the "microphones" are at the circuit, which we are trying to experiment with. We will try to keep everyone posted with the developments.
