Firstly, I will note that the straight in Montreal is considerably shorter than the one in Baku, so it makes sense that cars hit less speed
However, you can increase the speed still.
A couple of ways to do this, I'll go from easiest to hardest, but they are all pretty easy apart from the final one:
1) In the same setup menu where you activated 7th gear, extend all of the gears (make sure to not make the gaps between gears more than 7-8, 9 at worst) - note that this will impact acceleration, don't use it at tracks like Monaco;
2) In the car setup menu, click on "Wing Adjustments" to lower both the front and rear wing, and I'd suggest leaving them equal or with the front wing 1-2 ticks higher, no more. - note that this will impact cornering, don't use at tracks like Monaco, again
The other options will require some tools
3) Easiest option without hampering cornering or acceleration (well, you will increase acceleration, since you increase raw engine power):
If you have GPxPatch v4.4 or higher (assuming that you have it in the first place - if you don't, get it! It's a great tool!), at the bottom of your performance file type this:

I'll also show an example of a single team in the performance file, as I will come back to this:

Replace the letters as following
z=the Team number of the team you're driving for (it is at the top in my example)
Now, in the same example let's look at the performance line. It contains left to right: race BHP, qualifying BHP, Failure Rate
now, if you are driving as the first driver of the team, put the Qualifying BHP value under y1 and the Race BHP value under y2. Increase the x1 and x2 values (preferably by same amount) compared to the y1 and y2 values respectively. This way, you get the faster car, AI doesn't. You can fiddle around with the setings to give the AI a faster car too if you want, you can list multiple teams under the QualifyingPower and RacePower sections, or you can just edit the values directly in the Performance line for both drivers.
4) You will need both ZaZ Tools and GPxPatch for this option. Also note that this option will only work for tracks you installed through TSM.
Open TSM (in the ZaZ package) and find your track, and click on it
(by clicking on the top margin you can sort by name, season.. etc., see 1 in my picture). Then in the menu on the left click on "Manage Tracks" (number 2 in my picture)
Then you will see this tab appear
(note that the data below the tab should be filled up - I just didn't click on any track for this presentation)
Anyway, click on the Magic Data tab, edit the Power for your difficulty and click on save, and close TSM.
Now, when you start GPxPatch
Under "GPxSet", make sure to tick the Player Car Performance Team Dependant box, and set it to Power Only, or, if you have GPxPatch v4.4 or above, you may also select "Power and Grip", like I did. Then start GPx.
