They really didn't. People only started to slow in the final third of the Hanger Straight.
A better/worse example is Melbourne last year I think it was, when half the field were still scrabbling around each other with safety car boards hanging out over the wall in every corner. It was ludicrous. Clearly it's not that easy to get messages across in the heat of the battle.

He wasn't trying to pass anyone. He had Irvine ahead of him, and only overtook him when they went to stamp on the brake pedal, and only Michael's front brakes responded.
