tried the latest and old chipset driver - nothing. new and old graphics drivers - nothing. even on low res it still shoots up when ai's come into play.> Am I wrong here or will more power help the GFX

I would try it, but as you said -your Hardware is the same as before
Tried unplugging some other devices to save power - didnt workmy conclusion:
- it could be possible that drivers were not installed in a correct order (1st should always be mainboard-chipset when setting up a new windows)
reinstalled a much older version of windows xp, didnt help- it could be possible that during windows installation there happened an online-update that lacks of GP3/grafic support
installed without updating anything - didnt help- the low resolution/high resolution difference point to driver issues
ive adjusted and installed every possible driver ever, hasnt helpedim just going to bin GP3 completely soon :@
