I've checked with my local store and they have both nr2003 and nr2002.
I'll buy one but I'm still not sure which one?
I was reading older forums on nr2002 and there was a lot of talk of how actually fps is lower in nr2002 than in nr2003

What should I do?

Remember I have only 1.6ghz and 256mb ram.

Well either you have 1 of two programs

1) The Crappy EA game which isnt in this conversation.

2) The ILLEGAL 2005 mod with edited physics for NR2003.

both of which i wouldnt want.

As Neil said, NASCAR Racing 2003 (made by Papyrus and published by Sierra) and it's predecessors are the only NASCAR sims which are even worth considering. The EA bollocks is just that - another game which loosely depicts something. It's certainly not a simulation.

It's actually legal. Or as legal as anything else. The copyright holders are Vivendi/Sierra, who are not enforcing the copyright on the product anymore since they gain nothing from the sales of it now. The source code was sold to FIRST/iRacing, but the copyright for the product itself remained with Vivendi/Sierra. The threats made against the makers of the 2005 mod were made by people who don't own the copyright of the game, note the massive payout they were forced to give to Tim McArthur and the restraining order put upon them, as well as the thread of more court action against them if they continued to attack Tim under false names on public internet forums.

That is a bit like me claiming HL2 modding is illegal and then I take them to court over it. I don't own the copyright, and therefore cannot enforce it.
