I always thought that what was happening to me was the skins were being `downloaded` and that was causing problems as it didn't prioritise. All be it I never really took much notice of skins. I guess all it was that skins were being loaded from the your folder to the cars which if that's the case that's kind of pathetic that it causes stutters. No other online game I've played has had problems like that.
