Buying things from USA (not eBay)

I was thinking about buying something from a USA vendor, not on eBay.
For delivering he tells me he uses USP First class international system, that i would have not to pay additional charges when it arrives in Italy and that it will refund in case it never arrives. For more safety, he accept to use PayPal.

Now i'm wondering: is it real there are no additional charges? I surfed the internet and i found it is real only if it is declared being "gift" valued less than 25$.
Does anyone knows something more (personal experience i.e.)?

usp OR UPS?

edit: nevermind, i found 'USP' now.

Well i ordered an item worth $210, was shipped as agreed with stating low value gift, I received it fine, no additional charges. Parcelforce delivered it to me here inthe UK, not sure which US company they used.

A lot of people when buying online ask for it being put as a gift to avoid custom fees. Go to [www.usps.com] and have a look at the shipping rates. Should be around 12 dollars I believe and be "registered".

Well, i think he is registered as it writes on his site that he uses this service for international delivering.
