This is a tricky one. To do the really good decals you'd need an ALPS printer (I think) and they're really difficult to find as I think they went out of business a few years ago, there are usually just a few on eBay in the US that are for sale.
I had a similar problem when I converted my Renault R25 into my Hawkeye Racing rFactor car. I asked many different printers throughout the UK and they all said they didn't offer a service like that and I should try the US. I got in contact with a guy called Donald who did custom car models in America and he said he'd do them for me for free which was awesome

For the custom Subbuteo teams I use water-slide ink-jet paper from [
www.craftycomputerpaper.co.uk] . You can print onto them with a normal printer but you need a varnish spray to lock in the ink so it doesn't run when you dip the decals into water.
If you don't want your decal stickers to have backgrounds then pick the transparent decal paper, the only problem with that is it only works on light surfaces as the ink that's printed on it is semi transparent so it wont show up on something black. I use the white decal paper for most things and just try to match the printed bg with whatever im sticking it on to.
