it is both dutch (maybe frisian) and german language, it has to be somewhere in germany where dutch minority lives.

it is Kiel (or something simmilar also in schleswig holstein region -Lubeck?), but Kiel is my first guess.

It's Amsterdam, the Monument on the Dam, were on the 4th of May the national ceremony for the fallen in WW2 always takes place.

So the text on the background is definately NOT German, it's some oldfashioned Dutch.
