why do veins pop out from myarms?

is this healthy ot strong, or even bad?

Strange question to ask here but it means low body fat as far as I am aware.

when people work out a lot, their veins seem to pop out.

if a vein comes close to the surface it usually because of vasodilation - when you're hot your body gets rid of heat by running the blood through capilaries close to the skin's surface to transfer heat out of the body.
