Icon Developer from Stardock is pretty good although the free version is limited to a maximum icon size of 96x96.

Actually you have to simply rename .bmp's to .ico's and they can be used as icons right away.

may work but it wont be ideal. an icon isnt an image, its a container of many images. icons store many sizes of the image so your sollution will suck monkey balls.

an icon has (off the top of my head) 16*16, 32*32, 64*64, 256*256 so your renaming method will either look craptacular in the low res or even worse the high res
