I believe its the variance to the performance, so if variance is 500, and race perf is 17000, then the drivers race pace will be between 17500-16500

My theory is actually that the variance value is only added, not subtracted from the performance value. So in the example above the variance would be 17000 - 17500.

I've done a bit of testing of this: it seems to me that increasing the var leads to greater performance sometimes, but never worse.

The higher the varience the more consistancy. You can check my blog I have the performance values in "real time" updated to Silverstone.
