How to remove Shiny tyres texture ? Tga to Tex

Ok,here is the problem,guys,i would like to make rain tyres .. but there's the shiny thing in the rain tyres .. whatever i do,it's still shiny when i convert .. Tga to TEX,i put it in 32 bits like,it suppose to be.

Normal texture are from vesa and mpad.
I use vesa tyre's at base but i have this shiny thnig.. how to remove it,please

Try to convert it to TEX without compression but with full transparency in SlimTex.
