Well, no, of course it's an editor for GP4 and to answer to your question, Go_Alesi (do you know he leaved F1 racing ? hehe), yes for now it's still a fantastic viewer but it will surely become more than that in the next days/weeks.
About the graphical card, i had the similar question yesterday, in fact i'm not sure, but as Vader said, what can you do without a graphical card nowadays ?
To know if you will be able to use it, just try CamEditor. If it works for you, the track editor will work too as it's the same "3D engine" in the background.
But beware, scale of tracks is really huge, compare to cars, and the 400 textures needed for its display are heavier than the 6 needed by a car.
To compare, i used fraps with both editor, i get 42 fps with cameditor but only 8 with track viewer, you can see the gap.
For info, here is my rig:
Athlon 2000+
512Mb DDRAM PC2700
GeForce4 TI4200 64Mb
But i have tried it on a Duron 700, with 256Mb SDRAM PC100 and a GEForce2 M64 32Mb and it works (slowly but it works).
