that's a variance number (the performance grip will vary each time you start a race within this amount up or down), not an aggression number.

I don't think it's possible, I believe its hard wired into the GP4.exe

If there is a real chance to overtake the AI will take it. Edit your performance file with higher numbers try 18 500 for example (and then struggle to stay close).

The Tweaker Slipstream has a big effect on how aggressive a car is I suppose, or rather how close a car can follow behind another car. The higher this setting, the less able they are able to get by, but the lower, the easier it is for them to launch an attack.
