i had this type of problem in Monza Junior track. If i remember right you have to assure that the number of TRACK parts in *.gp4 file are the same of *.dat one

Delete all track tarmac textures, built a one from dat and convert the dat again in bin and col file(s).
That worked on my old tracks

it was indeed my problem. I use a tarmac track to create a fictitious track and I had not named otherwise.
So now it works properly
