1) Check for
gp4tweak.dll in the
C:\windows\system32 folder, if there exists, delete it. Make sure you put
gp4tweak.dll (from the reloaded package) in your GP4 install folder.
2) Use a small util (I forgot the name, perhaps
patcher.exe) that came with the reloaded. This util will patch your gp4.exe so it'll load gp4tweak.dll module.
3) Edit
gp4tweak.ini stored in your GP4 folder and set 1 (or non-zero value) to any tweak you would like to activate.
4) Run your GP4 game, to check the presence of GP4 Tweaker, press ~ (tilde/accent key) while playing the game (racing).
