How to make filters?

Hey guys, i'm trying to edit Ruboys filters.

I open them up in Photoshop, edit it, then save in tga, but when i use them in game, the filters aren't see through, just a solid color.

What am i doing wrong?

I have done filters in the past so I know alphas are the key to see through, if u won't be able to check the alphas by yourself I can try to do it for u
