Changing the max speed?

I wonder if it's possible to change the maximum speed of every car. Are there any programs for this?

I'm not sure if you can actually do that. I'm more curious as to why, are they not fast enough already?

Yes they are, but it's always fun to make them even faster for more insane crashes.

editing the physics file to 1200-1500 bhp would be a solution
