Has your graphicf1.cfg set to 1 the very first line?
If not the in game graphic menus override what you have in the *.cfg file.

Kudoz try to delete f1gstate.* and f1graphics.* and cards.txt (copy this one somewhere else as a prudential measure) then start the game again. It should configure itself from scratch and you should have your shadows back.
