does trying to jump over the pit lane entrance count as cheating?

If there is another car then yes, the AI cars can 'cheat'

In Spa, coming up to the pit eneternce, two cars had spun into each other blocking the enternce, so Ralf tried to go around on the spare tarmac - which in GP4 is not modeled correctly in the height area and Ralf flew up and over them.
