Guess you haven't noticed the traffic light on the main Downloads page. Below that sign is the following explanation:
"Downloads) Are available 6 Gb everyday, in three 2 Gb session, that start at 06:00, 13:00 and 20:00 GMT"
So if you haven't figured it out yet, just try again when the traffic light isn't red
