Tool that can dictate when drivers pit; but you just watch the race?

Are there any tools where you dictate what pit strategies every driver has (i.e. you choose the strategy), but then you just sit back and watch the race?

This isn't possible on GP4, you can watch a race but you can't physically pick the pit strategies if you do that.

And you download/get that from where?

You don't download it, you change the magic data that is embedded in the track. To do that, you use C-Magic. Google it. I don't have a link. You can get it from the same site that has gpx_patch.
You cannot change individual AI, you can only change all of the AI pit stop strategies.

You may also use "GP4 Pit&Lap Editor".
It makes editing of pit strategies easier than using c-magic.
The programme is available at the Grand Prix 4 section of Ale's GP page:
