I think I might have to redo it.

Is there any way I can change the elevation after I've done the layout?

Yes, double click onto a track sector, select 'sector position' and there you can change the elavtions by using the values Z Position and Z Position2.
Z Position: integer values
Z Position2: from 0 to 65500

You can compare Z Position to the unit m (metre) whereas Z Position 2 is comparable to cm. Of course this is not the metric scale, but the system is similar.
If you have a sector hight of 1 and 65000 for example and you want to move it higher, then you have to change it to 2 and then 0, 1000, 10000, 45000, etc....whatever you need.
The new GP4Builder also has some new options to set the hights, but you have to check the help file for this....a useful feature is the track profiler (third option when you click on tool in the menu bar)...you can change the hight of a sector by simply draging it up or down...and you can even create a smooth section by using the options 'linear' or 'cosine' and 'radius of influence' under 'range settings'. It's quite simple...just play with it and you'll see how it works.
You can also set track banking when clicking onto 'track banking' and insertung some values for 'banking amount'.

Ah, and by the way, that's the perfect question for our stickied track editing thread ;-)

I wanted to show people, especially our Portuguese contingent, that they might have a chance to play a beta version of Algarve.
