New Carset by mr evil?

hi everyone i downloaded a new carset for 2002, can someone answer my 2 questions-:

1 what it is? is it the updated cars and driver changes ect for 2002 season?

2 how do i install it, the instructions are not in english can someone please interpret what the instructions below are for me? many thanx
