This is going to sound like such a 'noob' question but is it true that if you take out th 'hi'/ 'HI' in front of a texture the cars will work in medium and low texture setting?

not exactly, it has been known that if you set your graphics settings to run low end textures, and you run all your textures without the hi_ then you get a better performance. But with so much renaming I never bothered trying it, but now that we have slimtex, it is much easier.
