As far as I know, Duffer never released it as a standalone.
Maybe could you find it along the cars he and McKey415 created.

Lol turbo lover...i note in your words some ironie because the use of traction control by benetton in 1994...
I have The 1994 san marine grand prix ( full weekend ) in DVD and the best screens are from cameras on board of Schumacher and berger with that overlay...exactly the same picture.

Thanks Duffer for the 1994 overlay!!

I downloaded this for use with the 1994 mod, terrific work Duffer.
I have a question though..
Is it possible to edit the graphic so that it shows MPH instead of KPH?
I know how to do this with the lo2k theme, but when I open the panel.ini file with this overlay there is no postfix to edit.
Any help would be appreciated
