Replay too short

I have encountered a very odd problem with replay length. No matter what I set the lenght to all I ever get is 13 seconds. I have had this problem ever since I installed GP4 and started playing it again some months ago and have not been able to find any clues as to the problem. I uninstalled and re-installed the game, losing all my mods in the process, but it did not change. It's still stuck at 13 seconds. This is a really strange lenght because the game will only set it down to 18 seconds. I don't have a high end pc but I have had longer replays in the past. Any ideas?

Radeon 9550 video card
Windows XP sp2
C: has 31G free
D: has 44.7G free

I have 512 MB of RAM and I can record 2-minute replays. So I think this is not because of the RAM. But I don't know what it can be.
