No, as far as I know all these tracks (ok, maybe 'almost all' are in a very early stage - far away from what one can call final.

Dijon: No news since a long time. Progess unknown.
Estoril: Zeppelin quit track editing for the moment, so this track won't be finished by him. He provided it so that someone else can continue working on it but I don't know if somebody is.
Jerez: There is a beta without scenery. It's playbale but as I remember the quys have/had some important exams so that they had no time for it.
Valencia: the same as for Estoril

The other tracks are mostly by b-tone. Only their .dat files are finished.

Quick track, track of medium speed and of decrease.

No, there are 12 different variants of the Buenos Aires track, he is doing (at the moment) variant nr. 6.

Hopefully in the future the variant which was used in the early eighties, with the big loop and two fast straights.

The circuit of nº 5 is super quick..... would be fascinating!!!!!
Other traick´s that would be interesting for will be developed for the Gp4 would be Road Atlanta, Elkart Lake and Donington Park......
