I did it !
I'm thinking about it since a long time but Tools were not powerfull enough to do it but now that we can add objects to track, I was able to experiment many of my initial ideas and this one is working great.
What it does is simply simulating blue atmospheric haze giving a slight blue tint to distant objects, more distant is the objest, more he is fading to blue.
Well, screens are speaking from themself (compare with yours) and this is even working in rain conditions (I was doubtfull first).
It's a nice effect that only need about half an hour from track modder to add it to one of his tracks.
In some of the shots below, effect seems a bit too strong or too weak but this can be tweak quite precisely. I did a quick test and didn't took the time to perfectly set effect all along the track.
Oh, and a last thing, PO is not suffering at all as GP4 isn't computing a real volumetric fog, but only less than a hundred of new faces and 1 (small) new texture.
