HELP! please! relative fuel and tyre-ware

q: Does anybody know how to make your fuel and tyreware relative to the legnth of the race? I mean if a race-legnth is 25%, how to make fuelconsumption 4 times quicker? If I´m in a race thats 40% than no-one have to make pitstops.

Surely you would just have a quarter or the total fuel load?
