Without Gp4's 9.6 patch, gp4 is full of bugs.U need that patch.
I actually bought Gp4 after I had so many bugs in the old pirated version.I was so happy with the AI and racing experience, and I bought Gp4 and never ever regret I wasted money for this game.I love Grand Prix 4 9.6.

Try downloading the gp4 decrypted 1.0 version exe

rename it to gp4old.exe and put it in ur gp4 folder
now direct gp4master to the exe gp4old

And gp4 master workd normally
except u should not edit anything except liveries, wads etc, or the game may crash

at this site

grandprixgames.org

go to some patches and search the downloads for it.U will find two, one version 1.0 and other for 1.2.

download both
use 1.2 as main gp4.exe

and 1.0 as gp4old.exe
