Re-install

Howdy folks, I'll keep it short n' sweet, my hard drive nuked itself and I had to replace it, my problem now is that it's asking for a ".NET Desktop runtime 6.0.1 (×64)" and everytime I click yes to download, nothin. Now I'm planning to get the thing anyway, but I just wanna ask if this is normal.
For the record, this computer has 2 hard drives, so I still have the OS.

Where do you download the .NET runtime?
