How to edit setups?

Hello friends.

I have the following doubt.

Is there any means or way to edit the setup files (.csa, .csb, .csc... etc) other than through the game itself?
If anyone can tell me, I'd really appreciate it.

I dont understand the use of this tool to be honest.
You can edit everything inside the game about the setup.
