Pit Speed Limiter tweak: Can't toggle outside of pits

Hey guys, I've switched on the speed limit tweak on a CSM mod I'm using, and toggling it on and off works fine while in the pits but when I'm on track I can't turn it on or off. Any ideas on how to fix this?

Press Scroll-Lock when you leave the pit

Like I said, it works when I'm in the pit and such but when I'm on the track or if I'm starting a race, they key doesn't register. No idea why that is; I searched this prior and another person had the same problem but they didn't get a resolution sadly.
