The smoke is caused by your wheels locking.

The AI normally only do this when their tyres are wearing out or they make a mistake.

Some things to try:

1) Move the Brake Balance more towards the rear; I normally use R 44.000:56.000 F or more.
2) Increase the Differential levels, particularly the 'Deceleration' ones.
3) Run with more front wing.
4) Lower ride height.

Also, what controller do you use?

If you're using keyboard, try modulating your brakes; Hit them hard and then, just as the wheels lock - you'll see the tyre stop turning - let go of the brake and then hit it again.
If you're using a gamepad, or wheel/pedals, brake hard to start with and then slowly decrease the brake pressure.

When you first hit the brakes, the car is generating a certain amount of downforce.
As the car starts to slow down, it generates less downforce.
As it generates less downforce, the wheels won't be touching the road as hard; too much brake pressure will mean that the wheels stop turning.
Wheels stop turning = lockup = smoke.

If your wheels lockup, the only thing you can do is let go of the brake so that the wheel starts to turn again.

If you get the chance, try and watch the race at Spa from 2014; Coming into the Bus-stop chicane, Rosberg locks his front wheels quite badly.
He lifts off the brake and, instead of trying to slam it back down again, starts tapping it on and off; This is called cadence braking and is much better than trying to stop with locked tyres.
It takes slightly longer to get the car slowed down doing this, but it avoids lock ups and helps take care of your tyres.
