good complete trackpack

i'm looking for a complete trackpack for gp4 including loading screens. the trackpack should be as actual as possible.
i could only find a 2008 trackpack, is there anything newer available?

Nope.

But between GP4Forever and F1Virtual, plus a few others, there is a version of every track from the last 3 years.

You'll need to put them into a trackset yourself but that's easy. Just put the .dat and .wad files into one folder per track and use GPxTrack to load them.

just one more question: is it possible to change the order of the tracks with GPxTrack without renaming some of the files in the xxx.wad?

If you're using GPxTrack then you can put them in any order you like, and you don't need to rename any files. As long as there is only one .dat and one .wad file in a folder, GPxTrack knows that is the one to use, regardless of its name.
