gps files number section

Gpaedia gps files contain a section with numbers from line 84 (after label 1063) until 135 whose function is still a mystery to me.
In the web I found an interesting discussion gp4 menu editing question from 2003, but with no explanation.

What I want to know especially, is the reason behind the following changes in 1980mods resp. 1988mods gps:
