I think that the shadow object doesn't have "SHADOW" as class in the gp4 file.

Open the .tex file for this shadow (in TexResizer) and check that transparency selected is "full" and format is "DXT5".
I bet your transparency is on "semi".

also see the textures were changed by someone as fences and walls are not the ones I use to release the track. someone change some textures
