What you are asking is very simple.
1. put all the tracks you have on separate folders (one for each track) on your GP4\Tracks folder
2. Prepare a trackpack settings file (*.ini) having the following structure (the one I am showing you here is for 1990)

Track2=1990 Interlagos\1991\settings.ini
Track3=1990 Imola\1991\settings.ini
Track4=1990 Monte Carlo\1991\settings.ini
Track5=1990 Montreal\1991\settings.ini
Track6=1990 Mexico City\1991\settings.ini
Track7=1990 Paul Ricard\1988\settings.ini
Track8=1990 Silverstone\1991\settings.ini
Track9=1990 Hockenheim\1991\settings.ini
Track10=1990 Hungaroring\1991\settings.ini
Track11=1990 Spa\1991\settings.ini
Track12=1990 Monza\1991\settings.ini
Track13=1990 Estoril\1991\settings.ini
Track14=1990 Jerez\1988\settings.ini
Track15=1990 Suzuka\1991\settings.ini
Track16=1990 Adelaide\1991\settings.ini
3. When you are about to start the CSM mod chose your custom made *ini file from the track profile (in the mod's configurable screen)
That's it. I am, sure there are other more efficient ways of doing it but this one works for me and it is truly simple.

On a different note. Where did you manage to collect all the 1980 tracks? I am asking as I am trying to do the same thing myself and a lot of them either don't exist or are not complete
