If you come across files inside a mod where graphics for a certain car only has folders for only a certain number of races does this mean they will not work on the tracks that are not listed

No, it means CSM will revert to the default if it doesn't find a specific track.

Then the mod author might have configured some textures to be used at more than one track. CSM can do that, e.g use Melbourne textures until, say, Silverstone, and then use Silverstone textures thereafter. Take a look at the ini files in the cars directory, that's where you control this from.
