You have to install the ini files yourself. Here's the instructions from the GP4 Tweaker download:
Extra: Config Template

You can find this extra located on "extras/config_template" directory inside the archive file. The config
template files are GP4 Tweaker basic configuration file that all sets to default settings. If you're not
familiar yet with the config template files, it highly advisable to install these templates into your
Grand Prix 4 installion folder.
Note:
While performing archive extraction operation, keep in mind to always enable "extract with path" feature
on your archiver software. Consult to your archiver's manual to learn more about this feature and on how
to use it.
Assuming that your current Grand Prix 4 game was installed under "c:\gp4" folder, installing configuration
template was quite easy. First, extract config templates from the archive. Then, copy "gp4tweak.ini" file
onto your Grand Prix 4 main folder so it should look like this:
c:\gp4\gp4tweak.ini
Next, you need to copy all files under "extras/config_template/gp4tweak_data" archive directory into your
Grand Prix 4 main folder. The first step is simply copying or moving "gp4tweak_data" (it's mean FOLDER
copy/move operation, NOT FILE operation). Copy/move this folder from extract folder into your Grand Prix 4
main folder so finally it should look like this:
c:\gp4\gp4tweak_data
You should also get all configuration template files under "gp4tweak_data" folder:
c:\gp4\gp4tweak_data\armscolor.ini
c:\gp4\gp4tweak_data\armspos.ini
c:\gp4\gp4tweak_data\cptdashpos.ini
c:\gp4\gp4tweak_data\cptsteerpos.ini
:
and so on
If you're not sure by doing this simple thing (doooh!), just follow these steps. First, create a new folder
in your Grand Prix 4 main folder, and rename the folder into "gp4tweak_data", without quotes. You can do
this easily with Windows Explorer. Assuming you had extracting the archive file before, copy/move all
files (it's mean FILE copy/move operation, NOT FOLDER operation) under inside "gp4tweak_data" from extracted
folder (all of those *.ini files) into the folder that you previously created in Grand Prix 4 folder.
At this point, if you can't still figure it what should and what shouldn't to perform all above procedures,
it advisable to asking helps or guidances from people who knowing well on how to manage files under Windows.
If you can't get this to work then I recommend you try CSM with an
Empty Mod Template.
